Easy activity with few materials make this a cute make and take project. Pre-packaged stick on Valentines foam shapes makes this an easy activity for even younger toddlers. Punch a hole to hang or tie to a gift. Or use paint pens and give as a card. This was given to my girls from one of their classmates as their valentine card. 
Love Bug Picture
Easy activity with few materials make this a cute make and take project. This was made when my girls were two years old. Pre cut shapes, buttons, crayons and wiggly eyes. White tempera paint with a q-tip for the mouth or use a white crayon.

Heart Decor
Make a heart paperweight or decorative heart to hang. This one is great for 2+. Simply make hearts ahead of time and have children paint with tempera.

Make a cute valentines bracelet as an easy make and take project. Add charms or other shaped beads for variation. Be sure to add a drop of glue to knot before wearing. 
Rhinestone Photo Frame
Have pre-painted jumbo sticks to select from or assemble ahead or time and let children do the decorating. Rhinestones, foam stickers or painted shapes, glitter glue are great for decorating. Have a picture of the party group or child to put in the frame.
